Well, after several days and many emails, I found a manufacturer of HID kits that uses Philips ballasts and Philips rebased bulbs to put together a group buy for us HID-less Honda/Acura owners. Philips does not make an actual HID kit, but the best kits use Philips ballasts and bulbs - like these. All the details are HERE.

Cali people have to pay tax (sorry) and it will be added when you pay. LA and OC people can pick up to save on shipping (~$10) but still have to pay tax.
