does this thing keep water from entering the engine when you drive over a puddle?

The bypass valve is used in the case that the intake filter is completely submerged in water. Due to the loss in pressure the valve prevents induction from the filter and routes the incoming air through the filter's inlets, eliminating any chance for water ingestion. I would also encourage you to use common sense and not drive through a puddle at Wide Open Throttle (WOT). The vacuum created could inadvertently suck water in.

yes this is true. bypass valves work but only work so good...just dont go drivin in puddles if you really don't have to, spare the highschool kids.
