But the problem is that he says that he moved to London and he can't register the car there. So he's selling it, I'm in the process of getting the carfax for it. But has anyone every encountered a situation like this where they KNOW it's a fraud and has anyone ever bought a car off ebay?

 

I would not buy from an over-seas seller unless I can the car IN HAND before giving them ANY money. Even a deposit
