He has the molds for the toys he's buying (Computron, Soundwave), he doesn't have the packaging though.
The bootlegged Primes are coming off of the 2001 hybrid cab molds for Prime and Ultra Magnus. Somehow he stole them, purchased them illegally, etc ...
The Soundwave he purchased is really making me think. He got a box and sticker sheet ... TFC10's mold could have been stolen, and he'd have the next bootleg release.

Honestly, I don't think this guy makes these things himself. He's probably employed at a warehouse or truck driver. He probably either 5 fingers a couple here and there or buys them at discount directly from the KO factory.
