You might try the throttle control module ( connected to the throtlle body cables). You should be able to find one at a reasonable price from a salavage yard.

Default Cruise Control

Check the brake light switch. The brake light switch on those cars is a double switch. One side works the brake lights, the other side kicks off the cruise control. I had one once that the cruise side of the switch went bad. It was a interesting repair. Also check that the switch is adjusted properly. If it's adjusted to tight the cruise may not work. Try lifting up on the brake pedal with your foot while trying to set it. The cruise control systems are very complicated on these cars. Don't over look the basics. Check the fuses... etc. Let us know how it goes.
