Want to build up my B18C1, how should I go?
I know ITR internals would help, but I don't know what parts I need. I want to spend nomore then $1500. Would swapping in all new parts be also considered as a rebuild? And ensuring the life of my motor aswell? I'm not looking to build a rocket, low 14 is more then satisfying for me, high 13's would be great. I doubt I will achieve high 13's. But please shed some light on this for me I'd really appreciate it.

You can't do much for $1500.
Cams, cam gears, springs, retainers, high compression pistons, a light hone... and you're just about out of money. If you get some good deals, you may be able to squeeze in a nice set of rods.
It takes more then simple parts replacement to rebuild an engine.

I have roughly 135,000 motors on my motor, with no problems ever encountered. I'm sure I can get more miles with my motor as of now, what should I do to my motor first? I dont mean i/h/e either. I'm talking about internals and if I have to do it all at once what should I get and how much am I looking to spend? I'm not looking for a fully built race motor, just a some more power and reassurance it can take the abuse.
