I don't think you have to sign a waiver against something like that, but even then a waiver can be challenged in the face of gross negligence...
And I'd consider gross negligence to be anything that causes my baby to end up anything resembling that...

i would like to know, but it doesn't really look that bad, i'm sure the undercariage isn't to swell but it looks like the other strap might have caught it, and yea some body's gotsta die!!!
