What can be the problem? The fluid is not frozen, I checked it. It is also suppose to be good for up to -20degrees

the nozzle could be clogged. take a safety pin and try cleaning the nozzle.

Do you hear the windshield water motor?
- If not then check the fuse on it / replace the motor.

Is there a leak in the plumbing?
- Check the plastic pipe under the hood.

How do you know it's not frozen? -20C freezes easily in the winter. If you hear the motor running, and a ticking or clicking sound, it's probably frozen in the lines only. Take it through a car wash. It will start running again. Put washer de-icer in and -45C stuff etc...

Check to see if its frozen and also check for leaks in the lines...pop the hood and have someone spray while you watch, or look for little puddles.

this morning the temperature went above freezing and it worked. I think it was frozen in the lines. The motor was working so it had to be the lines freezing over

Don't put straight water into the windshield washer reservoir.
