Default Problem with timing

Got a timing light over here and my cars been running very rich lately, so I check the timing its way low.



Anyway so I advance the timing as far as it can go, and nows its at 10 degrees. I cannot advance it any more by rotating the distributor. Just a tad low for a 95 GSR (stock is 16 +/- 2 degrees.)

So how do I kickup my timing to the stock settings when I cant rotate the distributor anymore?

What I'm guessing is that the guy that put my timing belt on with the engine not at TDC like it should be. Anyone confirm this?
