Default VTEC Question

I was wondering if anyone could tell me when the VTEC kicked in on the 94 GS-R. What exactly does it do, I mean I know it electronically controls the valves to be timed in more efficiently, but is that it? Thanks.

4400-High lift cam lobe and long intake runners.
5800-High lift cam lobe and short intake runners.
if the conditions are right the ecu activates it by opening a valve that allows oil to flow into the middle rocker arm.when the oil fills it,it pushes pins into the smaller outside rocker arms to make them stay together,so that they can run of the cams middle lobe which is bigger.
