well my friend has a 95 gsr with comptech icebox, catback exhaust, chikara header(the torqued one) and aem pullies and a mid pipe and he runs 14.5 in the quarter...he ran a 14.7 with just i/h/e and pullies so yes.

But looking solely at power differences, a I/H/C/E gsr still has less power than a bone-stock R. Now aside from power, the Type-R weights roughly 100+- lbs less and has a tighter gearbox. The front LSD isn't designed for drag racing but I'm sure it helps the car hook-up. So my answer would be no.

with I/H/E, a GSR is only .2-.5 secs faster than stock, you'll need a lot of engine work or go FI to beat an ITR since ITR is lighter, more HP and TQ, and its equipped with LSD to helps the car launchs faster.
I know someone that runs a 9.1 through the 1/8 consitently, I've seen him run an 8.97 a few times.
95 GSR
ITR cams, skunk2 IM, clutch, flywheel, I/h/e, spoon transmission (4.7FD). His car was slightly gutted (no backseat or spare tire area). This is one of the faster allmotor integras I've seen, he hasn't ran it in the 1/4 but hopes to see high 13s. That tranny made the most difference.
