My brother blew his valves, HELP!!!!!!

yeah he bent 2 I think because 8 springs are still compressed, 4 on either side

It is when you overrev your engine or use cams that are too aggressive for your springs. Your springs aren't strong enough to pull the valve back all the way in time. The valve 'floats,' and you smack it with your piston.

Voila, bent valve.

what if u just barely go over redline?.. like instead of 8100.. i go to like 8200 or whatever.. when i did that in 2nd gear.. my engine seemed to like die all of a sudden till i hit 3rd

that's called a rev limiter...be happy it's there.

yes, thats a safety feature designed so that you don't kill your engine. the power automatically shuts off to the engine once you exceed the redline max, kind of like pressing the clutch in.
