Default Radiator fan not working

So heres another problem I'm having with my 92 gs that has the b18c1. The radiator fan never turns on. I have tested the fan from the battery and the fan works. The temp gauge runs very close to the half way mark (how bad is this?). However the condenser fan turns on like the radiator fan should... Where do I start with this problem??

So far I have:
-replaced the radiator fan relay
-recently replaced main relay due to another problem
-replaced the fan switch
-checked all fuses and they are in good condition

So your saying that the condensor fan turns on when the radiator fan should be on? Reverse the plugs to the fans.

the AC fuse and the RAD fuse should be to the same spot on the fuse box...

thats what i have been told before.

My AC fan used to run even when the car was off so i took fuse out and a mechanic told me to put the fuse back in a just unplug the harness to the ac.

If I reverse the plugs then i'll have to extend the condenser fan plug and then the condenser fan will never kick on, so that won't fix the problem... I need to make the radiator fan kick on at the right time and still have use of the condenser fan for the ac

Also, I've noticed that when I'm going 70+ on the freeway the temp gauge goes down well below a quarter, sometimes into the cold range if I have my heater on... Why do my temperatures fluctuate like this?

Well doesn't the thermostat open all the way when you put the heat on?? It goes to cold only when I have the heat up all the way usually, but still this is unusual to me since none of my other cars did this...

Do you guys think it could be the radiator fan control module?
