What should I do?
I have some money to spend roughly $2000 right now and the rest will be spent incrementally. I want to increase low end power. Currently I am looking at a full Comptech I/H/E and eventually I plan on getting some new cams, gears, UDP pulley, and some mild engine work. I already own a FI car so I want to try my hand at an all motor setup. My goal in the 1320 is 13 or sub 13 times. What should I do?
Well here's the problem. If you get a bunch of bolt on type header, exhaust stuff, it won't flow enough later on down the road for whatever big spiffy n/a build you make. The one thing that you won't exceed the flow capacity of later on is a good intake like an AEM CAI, so go ahead and get that. Also don't get an underdrive pulley.
Secondly, you're not going to increase low end power. This is a small displacement motor and the way you make more power is to get it to flow more air and to rev higher. If you get aftermarket cams what you're essentially doing is moving the power peak higher up in the rev band.
If you haven't set up the chassis fully, I'd concentrate on that and then worry about the motor. You're not going to break into the 13's (I'm assuming this is on street tires with a GSR) without building it up rather extensively. You'll need a helluva lot more than 2 grand to do so.

comptech makes good stuff.
but if you are really planning to build up the motor really well....get a header with a 2.5 collector, and the same for the exhaust. its not that practical to do that now on a simple setup, but itll do good in the future when the motor is built.

2.5" collector headers:
Good: DC Sports "JDM" 4-1 or OEM Honda JDM ITR 4-1
Better: JG Edelbrock
Best: SMSP or Hytech
Attatched to these you'll want a 2.5" hi-flow cat and a custom mandrel-bent set of 2.5" pipes hooked up to the muffler of your choice--with a 2.5" inlet of course. You can always bolt this stuff up to the stock motor, but you won't really see the benefit until later on once you really get into it.
If you don't have at least a good set of tires plus upgraded shocks, springs and brake pads I would go and get those items first before cracking into the engine mods.

"Mild engine work" and "13 second timeslips all-motor" don't mix
