If the fuses are good and the relay is intact... then the next thing to check is continuity across the switch itself.

Are the bulbs burned out? I might be remembering incorrectly, but aren't the blinkers and emergency lights two different sets of bulbs?

Have you removed the emergency flasher switch and used a multi-tester to confirm that the switch works?

Since you reported that the turn signals work, I doubt the problem is with the bulb sockets.

I hope I make myself clear so that you guys can help me out, I think the relay makes a sound when turning left or right but when I push the emer... button it clicks one time only but they don't keep flashing . One click ...... I don't know if a wire is making bad contact

Just glanced at FSM an it looks like the relay is shared between the turn signals and the flasher. It also looks like the relay is the flasher. I know you said you checked all the fuses but because hazards work with out the key there is underhood fuse as well (the 10A one in the middle of the box), did you check that? Also pop out the hazard switch and see if you have 12V on white/green. If so then I would say you switch is bad.
