valve adjustment

Hi i just went to do a valve adjustment and when im trying to adjust the valve and have to loose the valve adjustment bolt its on way tight is it suppose to be on so tight im afraid to apply any more force

From what i remember off the top of my head, the torque specs on those nuts weren't to tight. 20ftlbs?

The valve adjustment tool is like $7 off amazon and it worked like a charm.
