Yes. The 94-97 headlamps will not fit.
For the general benefit of the board, may I suggest giving less cryptic answers in the future?

I think its definitely worth to convert it to the 98+ front end, if you can find the headlights for a decent price. Also, I would add a urethane Type R lip to this bumper as well...and maybe some SIR-G yellow foglights too! Ok, I'm getting carried away.
