after doing small mods like bolt on's so the ecu can "relearn" and compensate for the small amounts of extra incoming air. only really effective on obd1 cars.

Even then, you won't benefit much from a tune. Once you start swapping out camshafts, doing headwork, changing the compression, or adding forced induction, you can think about a tunable EMS.
