I have always heard that stock internals are good to a certain psi also. but after you think about it your right a bigger turbo would put more air in your combustion chamber.

its not really psi dependent, since turbo sizes vary heavily from one turbo to another. while my evolution pushes 19psi, its still a small turbo.
my LS was only pushing 8psi out of its greddy 18g, and it rocked.
i'd recommend you slightly boost (under 8 psi) and get the car running right as far as fuel and ignition goes, get used to driving the car, then upgrade the bottom end as funds allow.
