Default Hatchback won't open

I have a '98 Type R and the hatchback is not working right. I unlock the car and still the hatchback is locked, sometimes I can get it somewhat open but it's still latched to the car. Luckily I can open it manually when I turn the key 90 degrees to the right.

Hmm, now it's working correctly again. I don't like it when things "fix" themselves.

I think the latch actuator was switched in 98 with the new body style. Mine either has to be popped from where the gas tank lever is or have the key inserted into the hatch itself.
