Only one radiator fan comes on. Is that right

My little brothers integra (93) keeps getting hot. Only one fan comes on though, the one on the passenger side. Are both supposed to come on? Or only when the AC is on?

um the other fan is AC at least it is in my cars.

is there coolant in the radiator, I know its a stupid question but you'd be suprised....

he says it is. He is gonna replace the thermostat and i told him to replace the radiator cap because it might not be holding pressure.

my fans only come on when I turn the A/C on. But then again, something's not right with my car either.
