lots of stuff done to it, trpe r cams, pistons, headers, intake manifold, bigger throttle body, injectors, aluminum fly wheel, and probably a bunch of other stuff. i bought the car the way it sits and the guy said that it would probably run even better if it had a better ecu. i think he said it has a spoon chip in it. he said it redlines at 9500 but im kinda scared to push it that high

A chipped P28 since you are not running the dual stage GSR manifold anymore. A P72 will be more expensive and won't benefit you any more than a P28.

Take that spoon chip out. You need a chip tailored to your setup, not some high hp setup revving to 9500 with vtec set rediculously high.

Yeah, if you can feel it, it is engaging at the wrong part of the powerband and you are losing power.

5500 is waaaayyy too high for ITR cams. I have mine around 5150 and it is still too high.

Can someone explain this. Mabye Das Schmoo. I thought you were supposed to feel it. Kinda like a way of knowing its time to get down! Anyway, im confused.

Ideally, you want it so that the torque of the low cam is equal to the torque of the high cam when vtec engages. It will create more gradual power throughout the early vtec engagement instead of a surge of power and then limping out afterwards.

If you look at a dyno graph of improperly set vtec, you will see what I mean.

However, most tuners will set it a bit high because there is nothing like breaking the tires loose when vtec engages, so the customer is happy and they won't even be able to tell the difference, power-wise.
