Default which would be better

oaky the engine i have in my 91' LS is pretty dead for doing anything without me having to rebuild it has blown piston rings and has a nasty knock so what i was thinking of doing was to swap in a b18c5 but thats like 3500 for a new one but i can also get a b16a vtec for 900 in new condition so i was wondering if i would still have the power of the b18 and i want to be able to boost it with this new engine also and the choices are either the

B16A GEN2 XS-I OBD1 Long Block
B16A GEN2 OBD1 Long Block

which one would be better for me to get and boost.

really just wanna know if its going to have the same power and strength that the b18.

The lack of torque on the B16 will drive you nuts.

Rebuild and turbocharge your B18A instead.

Assuming CA emissions testing isn't an issue, you can build yourself a very stout turbo B18A for about 4500-5000 and beat B18C1-swapped DA's with ease.

Just to be clear, I recommended rebuilding your stock motor becuase I wouldn't feel as comfortable boosting a used B16A of questionable condition.
