the idle air control valve is almost certainly the problem as long as there is no check engine light along with the idle surge. you have two options... go and buy a new iacv or bypass it by running the coolant hoses that run into it together. Trust me it works. Dont know about in colder areas though. Pretty useless in texas though

if your check engine light is on, the car's computer is telling you something is wrong. there is a code to tell you what area the problem is in. you need to find out what code it is. it's like you say ow, then tell the doctor your arm hurts. get it?

Every auto parts store I've been to to check my CEL out for me has said they can't do it because I have OBD1. Since your car is a 95, I'm sure you're in the same boat...Just check the Integra FAQ thread to find out how to get the CEL codes yourself.
