Default Headlights, HELP!!!

I am having a problem with my headlights. As i was driving i realized that my windows wont go up or down, my guage panel did not light up, and my headlights wouldnt turn on. I went and checked out my fuse box under the dash and something was unplugged. I plugged the wire back in to where i thought it should go and the windows began working. The turn signals began working too but the headlights and guage panel lights still wont turn on. I checked all the fuses and they seem ok. What could be the problem?

If its the alternator, why would my turn signals work, and my brake lights work, and my windows roll down?

i'd rather ask the question why was it unplugged... did a complete moron try and hotwire your car?
