I bought a used one not too long ago. It connects to the 2 upper shock mount bolts in the engine bay. The neuspeed bar that everyone talks about here connects to the upper control arms. The bar is clearly used, advertised as used and was advertised for a civic del sol and integra. It fits, no doubt, but I was wondering if this is a real neuspeed bar. I e-mailed neuspeed but they said they only make bars that tie to the upper control arm bolts.

Yup, that is a Neuspeed strut bar. They may have changed their design, but that is a real Neuspeed bar.
