Default milky white ps fluid?

My power steering has had a leak on the pressurized hose for a while now but I haven't had a chance to replace the line. Anyway, lately I noticed that the when I add new fluid (because it gets so low in a short period of time) it looks like the fluid in there already is a milky white color. What could this be a result of? Did I mess up some seals somewhere in the pump or something?
