I have the same problem with my 98 accord. Fan works on 3 and 4, but not 1 or 2. Happened after 128K miles.

Does anyone have an idea what the problem could be? (Aside from a messed up switch)

sounds like blower motor resistor pack(may be called something alittle diff on this car.) Basically the resistors slow the fans down so if your 1 and 2 are not working, most likely those resistors in the pack broke.

yes, it was the blower motor resistor -- i had the exact same problem in my 98 accord. took 10 minutes to replace and now all 4 speeds work.

the genuine honda part was $50
