It is a measurement of pressure that applies to pneumatics (air) or hydraulics (fluid).

Most commonly, it is used to quantify the amount of boost a supercharger or turbocharger is producing at the intake manifold of an internal combustion engine.

It's also used as a measurement of stress in a material. And I think it's more commonly used to quantify the amount of air inside a tire.
