CARB legality is for us Californians who have to deal with the insanely strict smog laws. Aftermarket parts that affect air and fueling must have a CARB number for that particular engine to pass visual inspection.
The only turbo kit for the B-series motor that is legal (at least in all 50 states) is the Greddy kit with the 31V intercooler only. Any changes made to engine managment, fuel injection system, PCV system, and inclusion of a blow off valve, just to name a few, void any CARB legality the kit had.

The original poster should contact GReddy, ask to talk to someone on their testing floor, and ask them for the optimal kit that would keep it's CARB legality. Every piece of advice on the internet should be taken with a grain of salt, and thus I suggest the original poster contact the source to find out their official, and thus legally defendable, position on which kit to use is.
