i notice on my gf's 98 integra that her steering wheel is kinda of tight to turn at time...i check the power steering pump and it seem fine....i was thinking of changing the power steering fluid to see if that helps....is there a special kind of fluid i need to use for the power steering?

 

You need to use Honda Power Steering Fluid... do not use any other brand unless it is designed specifically for Honda power steering.
