if you take your car to a shop, take it someplace that specializes in wiring, not an audio place. that kind of labor can be expensive cuz it involves a lot of time to test everything. for example, my shop worked on a expedition and put speakers in. one of the guys who put the door panel back on, screwed accidently into the courtesy light wire. it took 4 months for the fuse to pop cuz the screw slowly wore into the insulation then grounded out. the dealer took 6 hours to find it and the total for the bill was 700 hundred dollars, for them to track the wire down and tape it up. have you removed any panels inside the car recently?
hey VPUPPY, thanks for taking the time to write that up. Yes I did take the underdash panel to install a new steering column (was broken into and they destroyed it). The installation went without a hitch, just unplug the old harnesses and plug the new ones in, but that didnt cause any problems since i did it like 4 months ago.

I did poke around and saw where the map/dome lights go up to the pillar but did not open the pillar. I have the service manual w/ me which kinda shows which wire goes where but they're mostly wrapped in coils which makes it hard to find... any specific harnesses you know of that I should look into? What do i test for anyways w/ the voltmeter?

I'm thinking that there's stripped wires somewhere touching, maybe the wiper wires are near the dome light ones and they're touching i dont know... ugh, i would hate to spent all that money for someone to just poke around for hours and do 10 mins of "work".

i would start by testing for continuity between each wire that control the lights and the cars body. then test each wire with other wires associated with the dome light and map lights. that may take some time but you might turn some thing up and look for the obvious. certain wires should test continuity with the the cars body, refer to the manual so see which ones sould test ground. the easiest place the start is by taking the map light bulbs out and test using the contacts inside there, rather than to track the wires down on the pillar, and do the same with the dome light also.

as for the wiper problem, i would check your steering column cuz on the combination switch there may be a problem there. as you know, to work on the wiper switch you may need to take the steering wheel off. i know you looked there already but check again under the steering column. the only place i can think that the dome light wire and the wiper wires would be close to eachother is behind the fuse panel. drop that whole fuse box if needed and check on the other side(where the wires are). these are just ideas, i am not sure if the wires do run up the pillar but its a start.
