Default Tuning Question

I'm attempting to put some Toda Spec B's in my wife's ITR. I want to know what should I have on the car to get good results out of them. I'm going to install new valve springs, retainers, Toda timing belt, and cam gears. The car already has an AEM CAI and an HKS super drager exhaust. What else will I need to have cams worth wild when they get installed (ie. Hondata, Header, or Cat. Converter)?

Hondata (cheap one), FPR, and a good tuner.

I'd have bought the computer before the camps, personally.

If I were to get a hondata, what are the minimum accessories needed to get it tuned. Let's assume I'm using the s200 unit. I would need a harness for OBDII to OBDI, and what else?

OBD2-OBD1 harness, Hondata kit, and a P28 or P30 is all you would need.
Well other than a Hondata shop to tune it of course.

When it comes to the valve train, if I just change out the inner valve springs with portflow springs would it be enough to run the cams to the normal rpm limit?
