i wanted to get the mugen header with my catback but the guy told me i wouldn't pass smoge and that the mugen header is carb illegal is that true?

I'm not sure about it having a CARB# or anything, but as long as you keep a cat, you should be fine. I really don't have to deal with emissions since I live in FL, but, I'm pretty sure you should be ok...
