I was told that the 1.8 ltr honda dohc in the teg's Air intake control valve goes out alot causeing the engine to rev and de-rev at idle when cold. Is this correct and where is the Air intake control valve located? is it on the TB?
You should verify what the problem is before you go off and buy a new IACV. If the idle is only messed up when the engine is cold, the most likely problem is the fast idle thermo valve. Here's the troubleshooting page for it out of the shop manual.

Someone scanned the 1993 Integra Helms manual and posted it online a long time ago, I downloaded the whole thing. I would put it online if I had enough web space but enfortunately I do not and all the files are over my ISP's size limit of for outgoing emails.
