Any type of forced induction will give you a 1/4mi advantage over an ITR, but if you're going normal bolt ons, you have a hell of a way to go... Besides the i/h/e, clutch and flywheel, I think tuning would also be needed to make you competitive...
Of course, he will always be lighter, have better brakes, and have a stiffer chassis than you...
