Basically Honda built the shit out of the K-series motors and then dialed them back in the ECU tuning to whatever hp numbers they wanted to achieve for marketing purposes.
I don't know if I would say that the stock B-series ECU programs are more "aggressive" per se, but in stock form the potential of the physical machinery to make power is lower.
