Paypal has had this policy for a while now I thought?
I quit using them about 7 years ago after a bad deal they screwed me on and then tried to charge me a business rate because I sold a few items with transfers amounting to over 1k in a months time. At that time they had a two tier charge system. So I got the money straight, pulled it out and disconnected my accounts from their service.

Not to my knowledge. I was just informed of the change when I posted it. Im still trying to figure out if you have to pay the shipping out of pocket first and get refunded via your PayPal account or if it will release the funds at time of purchase.
I just got burned with this recently. Sold a couple items on ebay last week, went to go use the money and it kept coming back denied. Looked online and saw that paypal had a hold on the item. Utterly ridiculous.
