Paypal has had this policy for a while now I thought?

I quit using them about 7 years ago after a bad deal they screwed me on and then tried to charge me a business rate because I sold a few items with transfers amounting to over 1k in a months time. At that time they had a two tier charge system. So I got the money straight, pulled it out and disconnected my accounts from their service.
