I was just about to post an article to the new auto blog on this one.
It's a complete scam. The scientific claim they make requires way more energy than is found inside your engine. The H2O molecule will not crack into the separate hydrogen and oxygen atoms as they claim.
Engine management will probably shit a brick as well; I wouldn't be surprised if the water flashing to steam causes the ECU to think the motor is misfiring.
