I sold my previous car and I sent in the change of ownership and etc to the DMV. I sold the car as-is stating that the car would be sold as non-operational since the car would not pass smog. The new owner still has not registered it, so am I still going to hold any liability?

I don't see how you could hold liability for a car you dont own, that makes zero sense. Call the DMV?

Well the car was last registered in 2006, I'm guessing the title also never changed because the driver wanted to drive it. So I'm not sure if he ever registered it as non-operational.
Question: Is it enough for me to send in my change of title to the DMV to relinquish my ownership of the vehicle onto someone else?
as long as you sent in the info, you should be fine. they don't HAVE to register the vehicle, so it won't show up as being registered, but the dmv should know that you don't own it anymore because of what you sent in.
