It can be done with a light enough chassis (think '84 HF) and enough money.

The B16B CTR head is nothing too special, just a standard PR3 with a port job and more aggressive cams. Starting with a cheap B16A PR3, getting a professional port job and more aggressive aftermarket cams would be more cost effective.

the better choice would probably be a h22, the engine is capable of putting a 3000 pound NA car into the 12's and i'd have to expect a 1 ton car to be put into the 11's if you can get traction

traction is a huge issue, we had a h22 crx with bolt ons, the best he got it to run was a low 15... spun half 1/4 track

Modification for modification, it will be cheaper because the head is cheaper. You won't get that low of an ET with any stock head anyway.

Go with a ctr head or a b16a and port it, whatever u want, b20 bottom, make sure to build it all the way, with eagle rods, pistons, crank, and then.... BOOST IT. Not sure if this is one of your options, but this way you will get some REALLY good times. Run slicks, do weight reduction, whatever...
