It can be done with a light enough chassis (think '84 HF) and enough money.

The B16B CTR head is nothing too special, just a standard PR3 with a port job and more aggressive cams. Starting with a cheap B16A PR3, getting a professional port job and more aggressive aftermarket cams would be more cost effective.
