well i already have the garrett t3 turbo and intercooler i just need some mandrel bended pipes and a b.o.v and to figure out a fuel delivery system. but my knowelge is limited to what a stock b16a can hold. i can spend about 3-$450 more

well if you already have the tubro might as well just put it on. Do some research on what other parts you need and just piece it together

What are the specs on the turbo? If it's a small t3 it's going to fall flat on it's face in the higher rpm. I used a t3 (.42/.48) on my b16 when I first swapped it in (that turbo was on my sohc). It pulled ok up to vtec then woulod fall flat on it's face. By redline I would have only about 2-3psi of boost from 9psi.
With a budget that small I would recomend that you wait until you can get more funds together, you don't want to skimp on the tuning portion. Invest in the tuning if you want that motor to last.

B16 is good to about 12-14psi for extended periods. The ringlands are prone to break and the rods are very narrow at the neck. Believe me, we have pushed stock bottom end b16 to the limit several times just to see what they could take. Put a good set of rods, pistons, block guard, and a fat tune and it will do 20psi safely.

When will people realize that psi is NOT a limiting factor of a motor. 12-14psi on a small t3 is nothing like 12-14psi on say a sc-61.
