Default #2 piston flooding

I have a problem with #2 piston when at start up cranks really hard and when it does, #2 pistion get's flooded with gas and it spit's it out the tail pipe. that's right gas shooting out the tail pipe. can't figure it out. have spark, switched 4 diffetent injectors, and 3 different ecu's, two regulators, still having problem. I'm at a dead end. anyone have encountered a problem like this before? This is causing my car to run rough, overheating, not to mention very dangerous, if it catches on fire. Also seems to me that when started doing this the back up fuse keeps blowing. check all connections can't find anything.. Help please.,..

My car is a 95 GSR. the motor is a bone stock GSR...Help, Help, Help.....
