There's about a 5 mph difference between my car's ('95 LS auto) reading and my wife's car ('02 Corolla). I'm assuming that's not normal, so I'm also assuming one of us will need to get this fixed. If it turns out to be me, how much can I expect a fix like this to cost?

Has the tire size been changed from the stock ones on either cars? Tire size in height will cause a change in how fast your car is really going.
when i cross the line in the 1/4 mile, my spedo says 110 but im really trapping at 102. but like said before, different tires throw it off and the higher you go, the higher off it will get. just learn to live with it, its not that big of a deal
