I just installed a header on my 98 GS-R. If you're talking at the exhaust manifold gasket, 23lb-ft. Helms says to replace the self-locking nuts; I did not. (IIRC, it was 7 bolts and 2 nuts).

No leaks for me. I used copper gasket spray and a new exhaust manifold gasket; the old gasket looked fine though.

Down at the cat, Helms says 16lb-ft. These are the two bolts with the springs.

You have to hold a wrench on the nut on the other side as you turn the bolt, or vice versa.
