Default Alternates to swap?

I have a '97 Civic HX and all I've done with it is a new cat-back system. I'd like to have a bit more power without doing a swap. Is there anything that can be done to HX engines to boost them a little without spending a ton of money? I've heard I/H/E show slight results at best? Is there truth to this? What else can be done?

port and polish... shouldn't be too much cashish... depends on where you go tho... somewhere around a grand... or you could go with a n2o kit

You'll probably make like 5-7 whp, which you might not even feel...
