when i click the scroll bar.. it scrolls twice

when i click the scroll bar.. it scrolls twice
so i click where the arrow is.. and it clicks twice down.. i dont get it, its pretty annoying
anyone know how i can fix this

what if you just click once JUST below where the bottom of the bar is? same thing?

it scrolls down until the actual scrollbar is where the mouse is.

:dunno: i thought it always jus slid down a set amount.. i jus noticed it.. was it like this in 98?
