Default Wont Rev above 2.5 rpms with load

i currently have the crx hf engine in my car d15b6 65 hp engine. really weak but normally it will rev up to 5k easily but recently its got serious problems, it wont rev above 3k with no load and wont go over 2.5 with a load in any gear, but the car idles perfectly, no shakes or shimmies, so im pretty sure all cylinders are working properly, any suggestions, i dont really care at all because this engine will be pulled in less than 2 weeks now to drop in a new one, but i'll see if anyone can figure out the problem

Sounds like an ignition issue, start with the basics, plugs, wires, cap and rotor. Might want to test the coil as well.

spark plugs are decent, plug wires are fine, battery fully charged, fuel systems seems in order, air filter is fine, ecu isnt throwing any codes, car is easy to start just wont rev up as high as its supposed to, lacks power, if u floor it while out of gear it goes to 3k rpms and stops as though it has no more power to put out, doesnt have the sound of the limiter.

cap and rotor may be the issue but its not worth fixing since the new motor is on the way.

If it starts fine it's probably not a cap and rotor, but could be an igniter.

It's the little control box on/in the distributor. I forget exactly where it is, but it has 4 pins and it's wired up to the distributor guts. It's responsible for signaling to the coil and such when to fire.
